Learning together to change how we use and plan our shared seas 

In the face of climate change, biodiversity loss, and emerging maritime activities, we need to redefine how we collaborate over sea basins in the Nordic and Baltic Region. Rapid growth in industries like wind energy, fishing, and shipping is good for the economy but can harm the environment. Finding a balance is crucial – but how?  The European Union is moving to update Maritime Spatial Planning (MSP) practices in response to these challenges, but with knowledge and decision-making decentralised across countries and authorities, solutions are complicated to reach. Diverse countries and stakeholders possess pieces of the puzzle, underscoring the need for an MSP framework that is not only flexible but also visionary in the long term. We need to change how we use, know and plan the seas as we navigate a challenging future in which adaptive and collaborative governance is key.  eMSP NBSR brings together decision-makers to address challenges  The European Green Deal protects the seas, encouraging sustainable human activities in areas such as renewable energy and cleaner shipping. This is the backdrop against which the eMSP NBSR project operates. The research project, which stands for “Emerging Ecosystem-based Maritime Spatial Planning Topics in the North and Baltic Sea Regions”, develops knowledge and links stakeholders within the five most emerging topics in MSP: ocean governance, ecosystem-based MSP, sustainable blue economy, monitoring and evaluation, and data sharing.  Through collaboration and knowledge-sharing, eMSP is developing the capacity to better equip policymakers to address current and future challenges in the North and Baltic sea regions. Will electric aviation take off in the Nordic Region?

Are we going to see electric airplanes criss-crossing the Nordic skies in the near future? The distinctive geography and commitment to climate neutral transport in the Nordics sets the stage for an ideal testing ground for new innovations. But if electric aviation becomes a reality, how would it impact regions and local communities? Nordregio’s new report offers insights through case studies and future scenarios. Exploring the future of electric aviation in the Nordic Region Electric aviation has potential to transform aviation and offer a solution for more sustainable air travel. While the topic is attracting increasing interest and gaining momentum, there is still much to explore. As Rebecca Cavicchia, Senior Research Fellow at Nordregio, explains: “when it comes to research about electric aviation, most of the studies have focused on the technical aspects of airplanes and infrastructure. However, it is important to look at the regional development dimension as well.” Five Nordic scenarios highlight challenges and opportunities The report presents five case studies and future scenarios for electric aviation in Denmark, Finland, Iceland, Norway and Sweden and maps out a ten-year future scenario for turning electric aviation into reality in specific routes and regions. Building on insights from analyses and focus group discussions with local stakeholders, the report draws out trajectories for connections between: “All cases are unique and shed light on different aspects and nuances of electric aviation”, Jonas Kačkus Tybjerg, Research Assistant at Nordregio and one of the report’s co-authors, notes. Combining carrots and sticks: How to nudge the Nordics towards sustainable and healthy eating habits

When it comes to getting us to eat in a way that’s healthier and more climate-friendly, we need both the crack of the whip in the form of taxes, and the dangle of a carrot in the form of subsidies. But information campaigns and other measures are also required if we’re to succeed. That’s what Leneisja Jungsberg, Senior Research Fellow at Nordregio, says. Leneisja Jungsberg is a co-author of the report Policy tools for sustainable and healthy eating. The report assists with the follow-up to and implementation of the Nordic Nutrition Recommendations (NNR2023), which were published last year and attracted a lot of attention, largely because of the links drawn between our food and the climate for the first time. This follow-up report goes one step further and looks at what policy can do specifically to steer our eating habits towards being more climate-smart. The report mentions, among other things, a sugar tax, a meat tax, and subsidies for fruit and veg. “If you want to get people in the Nordics to change their eating habits, it’s important to consider a combination of policy instruments and incentives. Although taxes and subsidies play a significant role, they must be supplemented by measures such as information campaigns and things to nudge them in the right direction,” says Leneisja Jungsberg. According to Jungsberg, politicians have a responsibility to put the necessary guidelines in place and to promote cooperation between the public and private sectors. Politicians must also create a stable foundation through legal and administrative frameworks. Young people in the Nordic countries demand changes for sustainability

On November 1-3, 2023, a youth conference took place as part of the Education for Sustainability project, led by Rannís on behalf of the Nordic Council of Ministers in collaboration with Samfés. Over 70 young people from all Nordic countries and autonomous regions of the Nordic countries attended the conference. The topic of the conference was to hear the voices of young people and get their opinions on how schools address sustainability and how sustainability can be integrated with the existing curriculum. The young people who attended the conference worked together in workshops and came to a conclusion about the steps they believe are essential for a sustainable future. They emphasized that, first and foremost, information and skills are required in order to address the challenges that society faces. They wanted to do this by creating a special subject that deals with sustainability alone but also emphasised that the skills and abilities of teachers in the field need to be strengthened. Their third suggestion was to give students and young people further opportunities to have an impact on their own future and express their views. The results were presented to the Minister of Education and Children, Ásmundur Einar Daðason, at a formal event. In the picture, the minister receives the group’s results. With Black Friday around the corner, the Nordic Co-operation urges consumers to be mindful of their spending

Did you know that people in the Nordics buy more clothes than the rest of the world and our consumption has increased by 40 % during the last 20 years? The Nordic countries often pride themselves on their climate actions, yet we continue to consume textiles in an unsustainable way. Textile production accounts for 10 % of global carbon emissions, exceeding those from international flights and maritime shipping. And the Nordic countries are no exception. The average person in the Nordic Region buys and wears an astonishing amount of clothing each year: Between 26 and 48 garments per person. We throw away around 11 kilograms of textiles every year, with less than 1 % being recycled. The first step one can take is to have a look in one’s own wardrobe, says Swedish sustainable fashion expert Jennie Dahlén “Most people own a lot of clothes with the average Swedish wardrobe containing about 160 items. It’s important to make the most of what we already have and get better at styling and utilizing the clothes we own.” There is a need for a paradigm shift Upcycling, mending, swapping, and borrowing clothes with each other are other strategies Dahlén advocates for. But we also need to change our perception of consumption. “Everything around us signals that we should consume more. We need to show that this isn’t necessary. The Nordic fashion paradox: We consume too much despite strong climate awareness

The Nordic countries often pride themselves on their climate actions, yet the reality paints a contrasting picture: Nordic consumers live like we have 4.2 Earths at our disposal. While adopting solar panels, vegan diets, and choosing train travel are commendable, did you know your wardrobe can be a major environmental villain?  “Designed to become forever favourites” is an example of a slogan on Nordic clothing web shops, encouraging consumers to view their purchases as long-term additions to their wardrobes. However, these “cornerstones” are paradoxically expected to be updated quarterly, highlighting a disconnect between marketed sustainability and actual consumer practices. From a global perspective, the Nordic countries stand out when looking at how we consume textiles. In the last 20 years, there has been a notable increase in textile consumption, surpassing the global average. The average person in the Nordic region buys and wears an astonishing amount of clothing each year: between 26 and 48 garments per person. The average Swede buys 40 % more clothes now than in 2000 and throws away around 11 kilograms of textiles every year, with less than 1% being recycled. The lifespan of our clothes is getting shorter, and low-priced garments are discarded after being worn only a few times. Unsold and returned clothes are sometimes burnt or shipped to landfills in lower-income countries outside the EU. Textile production is a major contributor to global pollution, accounting for 10% of global carbon emissions. This surpasses the combined emissions from international flights and maritime shipping. Nordic rural areas: Just tools or true beneficiaries in green energy projects?

Green transitions in the Nordics are reshaping the landscape of renewable energy and sustainability. As the push for green transitions grows stronger, rural communities face a question: Are they just tools for national objectives, or do they genuinely benefit from these changes? A new Nordregio report delves deep into the heart of the matter, examining the dynamics of justice, local value, and the role of renewable energy projects. Can local value creation induce a sense of justice during green transitions? A study of six rural areas in Denmark, Finland, and Norway The accelerating impacts of climate change, the need to adapt to changing economic and political realities, and the recent energy crisis have made the green transition something that most Nordic citizens acknowledge. However, especially rural areas and their communities are at risk of being reduced to passive instruments of national green transition measures featuring heavy land-use. These conditions make it very difficult to create a sense of justness in green transitions, leading to growing sense of alienation and resentment and putting the national climate goals in danger. From this starting point, the case studies of the research project Just Green Transition on Rural Areas: Local Benefits from Value Creation set out to examine what kind of benefits would generate value from green transition measures in the direct impact zone of new energy projects. The case studies took place in three Nordic countries and six locations: in Northern Ostrobothnia and Northern Central Finland of Finland, involving wind power and land use planning; in Nord-Fron and Nord-Odal in Norway, involving both wind power and strategic sustainability work; and in Skive and Bornholm of Denmark, involving a hybrid mix of renewable energy sources in the context of industrial park development. “We don’t call it waste anymore – we call it resources”

What started with a problem is now an opportunity. Sotenäs municipality’s industrial symbiosis initiative showcases a successful example of how collaboration between businesses and institutions can help materialise a circular economy. Their Center of Symbiosis now serves as inspiration for many, including the latest visitors from Lithuania, in the context of the BioBaltic project led by Nordregio. Nordregio, together with the Nordic Council of Ministers office in Lithuania and academic partners organised a visit to Sotenäs with guests from Lithuania, including local authorities, chambers of commerce, innovation agency and academia. The aim was both to learn about Sotenäs experience and to reflect about the potential of industrial symbiosis in Lithuania. A journey towards industrial symbiosis  Located on Sweden’s west coast in Västra Götaland region, Sotenäs municipality has taken a giant leap forward towards sustainability. The journey began by acknowledging the environmental impact of the local industry and, rather than dwelling on the problems, local stakeholders focused on the opportunities of transforming waste into resources. Their keyword became ‘symbiosis’. Home to some of Sweden’s largest fish industries, including Orkla Foods Sweden AB, Lerøy Smögen Seafood AB and Marenor AB, significant residues found their way onto the sea. However, tightened EU regulations put doubts about the companies’ future development and operations in Sotenäs. It is in this context that the idea of establishing a biogas plant, Renahav AB, came about, which is now the backbone sustaining the symbiotic relations between different industries.  This is how it works in short: the fish industries deliver their waste to Renahav biogas plant, which in turn generates energy for the industries operations, and biogas digestate, which is used as biofertiliser to grow organic rapeseed and other crops at Klevs farms. Given this, understanding their aspirations, mobility trends, and views on sustainability is crucial for integrating their perspectives into effective policymaking and planning. During the event, young representatives participate in panel discussions to elevate the opinions of youth on topics such as ‘Youth as partners in the green transition – building sustainable communities’ and ‘What does GenZ need to stay in the Nordics? Nordregio Forum serves as an essential gathering for professionals and policymakers in the Nordic countries, offering a platform to discuss regional, rural, and urban development, share knowledge, and influence policy agendas. “This year’s Nordregio Forum is not just about recognizing the fresh ideas from our youth. Better knowledge for better rural policies – GRANULAR defines its next steps

Nordregio is a part of GRANULAR, a project that generates new datasets, tools and methods to understand the characteristics, dynamics and drivers of rural areas. The GRANULAR “Living Labs” bring together local actors from France, Italy, Netherlands, Poland, Spain, Sweden, and the United Kingdom to co-design, test and validate GRANULAR work. The aim is to support digital, economic, and ecological transitions in rural areas, understand and inform about rural diversity and empower them to engage in just, carbon-neutral, and inclusive transitions. In short: better knowledge for better rural policies. During the workshop held in Ede-Wageningen, Netherlands on June 19th and 20th, researchers and local actors discussed key factors, data gaps, and potential solutions. Strategies for climate neutrality and a Just Transition To achieve a just transition, strategies should combine adaptation and mitigation measures, addressing challenges such as social acceptability and ensuring a fair transition process. Rural areas can both contribute to and benefit from climate neutrality. There are substantial potentials in the residential, infrastructure, transport and renewable energy sectors, together with a circular bioeconomy. Rural Resilience In terms of rural resilience, participants identified social learning processes, institutional capacity, and economic diversity as crucial components. Policymakers need to consider the interconnectedness of the local economy, environment, and community, while also establishing clear and measurable ways to concretize rural resilience. Addressing Sustainable Food Systems The workshop also discussed sustainable food systems, emphasizing the importance of food security, self-reliance, and accessibility to high-quality food. Participants recognized regional variations in food production and self-supply, as well as the trade-offs involved in decision-making. Nordic transport infrastructure: how to strengthen the cross-border planning?

Transport infrastructure, historically, has been a cornerstone for industrialisation, economic growth, regional development and labour market mobility in the Nordic Region. Despite the ambitious Nordic vision of becoming the most integrated and sustainable region in the world and the increasing need for cross-border transport infrastructure, several studies point to difficulties and challenges regarding the Nordic cross-border transport infrastructure planning. Nordregio and Umeå University researchers conducted a project analysing how to strengthen the cross-border planning practices across the Nordics, based on interviews with transport infrastructure planners and the desk study comparing planning systems in Denmark, Finland, Norway and Sweden. The project results will be presented and discussed on 20 June in the webinar organised by the Swedish Transport Administration (Trafikverket). Exploring the Nordic electric aviation horizon

Nordic countries have ambitious plans and commitments to promote sustainable flight solutions by introducing electric aircraft for short-haul domestic and cross-border flights. How far is it becoming a reality? What infrastructure, policies, interests and concerns are a help or hindrance? Join the discussion about the Nordic electric aviation development, inspired by three newly conducted Nordregio studies in collaboration with Nordic Energy Research and the University of Akureyri. Which Nordic routes will be the first to go electric?  Earlier this year, Nordregio published an accessibility study that identified over 200 potential electric aviation routes in the Nordics. This would significantly cut travel time compared to those going by both car or public transportation and yet be a more sustainable mobility solution. However, the feasibility of introducing the necessary infrastructure crucially depends on energy demands and availability.  What stands in the way of electric aviation in the Nordics? The Nordic countries are known for their low population density, breathtaking geography with fjords, lakes, and mountains, and a strong focus on sustainable energy. However, each country’s context varies.  Take Finland, for example. Electric aviation could improve connections to remote areas and improve regional competitiveness and tourism, yet substantial investments will be needed. Norway could reduce the environmental impact of travels connected to medical care, family and recreation. In Iceland, support for electric aviation is strong, both for environmental reasons and to further regional development. At the same time, an important concern is electrical safety. “It is exciting how soon electric aviation could become a reality in domestic flights in the Nordic countries. For instance, Icelandair has stated that the 30-seat electric airplane, developed by Heart Aerospace, could be used on all domestic routes, and it is estimated that it will be used for passenger transport in 2028,” says Sæunn Gísladóttir, Researcher at the University of Akureyri Research…

Nordic-Baltic exchange on wood construction: results from study-trip to Latvia  

In late April 2023, the BSRWood project, funded by the Swedish Institute, brought together a diverse group of participants from the Baltic countries, Sweden, and Finland in Latvia. The purpose was to learn from Latvia’s experience with wood construction and exchange learnings from across the pond. The study tour was organized with the assistance of Antra Viļuma from Riga Technical University and Kristaps Ceplis, the Executive Director of the Latvian Wood Construction Cluster (LKBK). The program combined presentations, site visits, lively discussions and, of course, some time to explore the exquisite night life of Riga.  Presentations and site visits: showcasing Latvia’s wood architecture and industry Presentations focused on Latvia’s wood architecture and industry and presented highlights of recent projects, most notably the circular reconstruction projects pushed by Riga municipality and the library in Ogre designed after a participatory process to meet the interests of the users such as young families while incorporating several smart sustainable solutions. Presentations also dealt with developments in fire safety regulations Estonia and fire safe design in Latvia, the upcoming policy push in Lithuania for increased used of wood in publicly procured buildings, and a more overarching presentation of systems innovation in a case study of Sweden’s and Finland’s wood construction development.   During the study visit, participants had the opportunity to explore the Forest and Wood Product Development and Research Institute in Jelgava. We learned about the various lab tests and educational programs in place to develop skills in wood building. The group also visited the ZAZA Timber factory and the impressive 87-meter wooden pedestrian bridge in Tērvete’s Nature Park, which also collects data on how wood adapts to changing weather conditions and vibrations. Why is it so hard to switch to healthier diets?

We need to eat healthier and more sustainably – we know that. But why is it so hard to change behaviour? This was the topic when nearly 150 professionals gathered for a Nordic workshop to discuss and brainstorm ideas for effective measures to facilitate change, focusing on possible policies that can be implemented to improve food choices and dietary habits. The interest in the workshop “Behaviour change for sustainable food consumption” was huge and nearly 150 people from all over the Nordics gathered both physically and online to learn and discuss behaviour change in diets. For one afternoon, the participants could dive into the theme in the company of several speakers: Michael Minter (CONCITO’s Food Program), Therese Lindahl (Beijer Institute of Ecological Economics), Pierre Chandon (European Institute for Business Administration), Minna Kaljonen (Finnish Environment Institute), Alexander Dubois (Formas) and Rasmus Lillelund Lovring and Jeppe Deleuran Kristensen (Aarhus municipality). Less meat and more plant-based meal options We are facing several sustainability challenges. Four out of nine planetary boundaries are already crossed: biodiversity, biochemical flows, land use and climate change. In the future, we must feed more people on less land. The single most important transformation is shifting diets. This was highlighted by Michael Minter from the think tank CONCITO. The key elements in the food transition are eating less meat and dairy, eating more vegetables and fruits and introducing new plant-based products. The key drivers in the shift are research, education, opinion-building, retail, the food industry and agriculture. When shifting to more sustainable and healthy diets, we must also focus on a just transition. Minna Kaljonen from the Finnish Environment Institute highlighted that the broad societal changes needed will have significant social, economic and cultural effects. Which electric aviation routes would be most beneficial in the Nordics?

Nordregio launched the accessibility study that identifies over 200 routes in the Nordics in which electric aviation would shorten the travel time by at least 1,5 times, compared to the same route by car or public transport! A Norwegian fisherman Bjørn has just returned to Tromsø after his winter fishing in Andenes. It was supposed to take around 7 hours by car to bring the Atlantic cod home, but since the winter conditions were not the best, it took him much longer than expected. If there were an electric plane route connecting Andenes and Tromsø, the travel time and distance would shorten significantly (from nearly 500km to around 100km), and the environmental impact of such a trip would be reduced. The Nordic region shares many similar accessibility challenges for remote and rural regions. The geographical characteristics of some of these areas, such as large bodies of water, vast forest areas, long coastal lines, mountain ranges and fjords mean that they would experience a significant reduction in travel time using airplanes compared to other modes of transport, such as car, bus or train. About the project This accessibility study is a part of the project “Electric Aviation and the Effect on Nordic Regions”, which aims to investigate how regions and local areas in the Nordic area will be affected by the implementation of electric aviation. The study analyses effects on the local communities, labour market, environment and climate, and the need for developing infrastructure and policies.

In this article, you can take a deep dive into two of the project’s cases: a housing cooperation in Nacka, Sweden, with an annual production of up to 500,000-540,000 kWh from solar panels, and an offshore windmill park in Bornholm, Denmark, with the aim to make the whole island self-sufficient on renewable energy. The project has conducted field research during 2022, and below, you can read about two of the cases: Igelbodaplatån in Nacka, Sweden, and Bornholms havvind in Bornholm, Denmark.  Igelblodaplatån, Nacka  The housing cooperative Brf Igelbodaplatån in Nacka, Sweden, was constructed in the late 1960s and consists of about 450 apartments. In the past decade, it has undergone a few energy projects, among others, an installation of solar panels on all six housing units’ rooftops in 2020. In total, it produces up to 500,000-540,000 kWh per year. Brf Igelbodaplatån is the 52nd-largest facilitation of solar energy production in all of Sweden. All households in the housing cooperatives jointly owns the housing cooperative which means that all residents together own the energy projects such as the solar panel production through their indirect ownership in their apartments. Bornholms Havvind On the Danish island of Bornholm, a group of local citizens has initiated a large-scale renewable energy project: Bornholms Havvind: 100% lokalt- og folkeejet – Bornholm Offshore Wind: 100% locally and citizen-owned. The goal is to establish a 100 MW offshore windmill park off the coast of Bornholm that will be 100% owned by local citizens, companies, and organizations. Nordic municipalities are taking local SDG action  

On 13-14 October, Nordic municipalities and organisations came to Nordregio for a two-day event of peer-to-peer workshops and matchmaking sessions. Together, the representatives joined forces to establish roadmaps for different SDG partnerships over the next six months. Some municipalities will test different stakeholder engagement methods together and share best practices, others will dive into municipal processes and how to improve information-based decision-making. The event preparation goes back to June 2022, when Nordregio sent out a survey to Nordic municipalities, asking how they are progressing with their local Agenda 2030 implementation and what kind of support is still needed. The responses indicated a clear demand for a workshop with a hands-on approach. Therefore, the programme was tailored to avoid PowerPoint marathons but rather focused on dialogue-based workshops about selected topics. These included governance and steering, citizen and other stakeholder engagement, indicators and monitoring, climate policies and the SDGs. Some of the tools that were explored during the workshops also included the Swedish Kolada indicator set, the SDG sensemaking tool developed by the City of Espoo and the SDG impact assessment tool from the Gothenburg Centre for Sustainable Development/SDSN Northern Europe. On the second day, representatives from the municipalities were matched according to indicated level of local ‘SDG status’, and geography, and with emphasis on a balanced Nordic mix to explore potential partnerships. The sessions allowed the groups to deepen their knowledge exchange, and at the same time co-create different roadmaps for the coming six months. They committed to meeting from time to time and sharing respective learnings on ongoing SDG activities and efforts. Nordregio presented three research projects on remote work, community resilience, and infrastructure at the Arctic circle conference

Nordregio researchers Ágúst Bogason, Anna Karlsdóttir, and Timothy Heleniak presented at the Arctic circle conference on 13-16 October in Reykjavík. They participated in several sessions and shared Nordregio’s research on remote work and arctic issues. Bogason presented in the session “Remote Areas: A Window Of Opportunity” organized by NORA (the Nordic Atlantic Cooperation), with speakers from the Faroe Islands and the islands of Scotland. The researcher introduced the results of Nordregio’s project on remote work and multilocality. According to Bogason, the preliminary results do, in many ways, fit the narrative we heard first-hand from the peripheral areas and remote places: they have vast opportunities. Optimism and innovative solutions are paving the way for a future where traditional challenges of rural communities are being re-defined as strengths and benefits. “Nordregio’s research results suggest that there is optimism among the planners and policymakers in the rural regions that increased remote work and multi-local living can contribute to developing more sustainable peripheral regions. While the results also show an increased willingness of people to move to more remote areas while continuing their work, either remotely or by dividing their time between two or more places. In this way, remote work gives rural regions more possibilities as they can often offer different things than urban areas”, said Bogason. Heleniak presented a publication, “Island hopping: infrastructure development in the Faroe Islands,” in the session “Arctic transport infrastructures and sustainable communities.”  “The building of bridges and especially sub-sea tunnels have linked outer-lying settlements to the capital of Tórshavn, making it much easier to live outside Tórshavn and travel there for work or other purposes. However, the population has become quite car-dependent, as is the case in many periphery regions of the Arctic”, said Heleniak presenting the research. Exploring the bioeconomy status quo in the Baltics

The BioBaltic project has published a storymap series that overviews the bioeconomy development in Estonia, Latvia and Lithuania. Both – Nordic and Baltic countries are rich in biological and renewable resources and have a long tradition of utilizing them for generating social and economic benefits through the traditional sectors, such as forestry, agriculture, and fisheries, as well as in manufacturing and related sectors such as tourism. As we transition into a green economy, there is a huge potential for innovation to develop new goods and services from biological resources while creating value locally. In the past year, the project partners across the Baltics have investigated the state of the art of bioeconomy and developed their visions for further bioeconomy development. Their learnings have been summarised in the following storymaps. Press on the picture to access the storymaps: About the project The BioBaltic project provides a platform for generating awareness of different bioeconomy models through peer-to-peer learning and building networks across Baltic and Nordic countries. This collaboration will enable knowledge generation and exchange on different aspects of the bioeconomy transition, including financing aspects, industrial partnerships and symbiosis or the opportunities of digitalisation. Project partners from Estonia, Latvia and Lithuania are running so-called “Mobile Learning Hubs” and the overall project is coordinated by Nordregio. Funded by the Nordic Council of Ministers, the project runs from October 2021 until September 2023.
