Territorial Evidence support for European Territorial Cooperation Programmes

The project analyses 12 selected European Territorial Cooperation (ETC) programmes. Nordregio’s role is to review existing and develop new indicators which contribute to more efficient measurement of the impacts of ETC programmes.

ESPON as client aims at assisting the ETC programmes by providing them with a baseline assessment and synthetic territorial indicators. Both shall help ETC programme authorities to better measure their impacts.

Within the project, Nordregio is responsible for conducting baseline assessments for three ETC programmes, contributing to indicator development, hosting three workshops with relevant stakeholders and drafting best-practice user guidelines for an indicator database (KEEP database).

This is a consultancy project for ESPON, however, the indirect outcome should be improved monitoring and evaluation of ETC programmes, and hence wider benefits for regions supported by these programmes. The findings will be of interest to the regional policy community.
