Interreg Transnational Programmes: needs and opportunities for the future cooperation (TNCOOP)  

The TNCOOP project supports the preparation of the next generation of Interreg transnational cooperation programmes (2028-2034). It aims to strengthen the strategic role, territorial relevance, and long-term impact of transnational cooperation, aligning it with future EU political priorities and funding frameworks.

European territorial cooperation is evolving in response to new challenges and expectations. External crises, demographic and economic shifts, the green and digital transitions, and broader geopolitical developments are reshaping regional development across Europe. At the same time, EU policy priorities are placing new demands on cooperation frameworks, calling for greater strategic focus, flexibility, and impact. TNCOOP addresses these needs by providing territorial analysis and operational recommendations for post-2027 programme development. Through the project, a harmonised territorial database will be developed for all 13 transnational programme areas, offering an overview of demographic, socio-economic, environmental, and governance trends. Based on this, TNCOOP will identify cooperation opportunities and emerging policy themes that are most relevant for transnational action. The project will also propose measures to enhance the programmes’ strategic positioning, thematic focus, and operational performance. By offering territorial evidence and targeted recommendations, TNCOOP will contribute to more strategic, place-based, and resilient transnational cooperation across Europe in the post-2027 period.  

Tasks within the project include:

  • Task 1: Territorial data collection
    Collection and harmonisation of territorial indicators across the 13 transnational programme areas to build a common database at NUTS 2 level, drawing from European and national statistical sources.
  • Task 2: Analysis of transnational cooperation programmes
    Combining quantitative and qualitative analysis of socio-economic and territorial patterns at strand and programme level (interactive maps, territorial fiches).
  • Task 3: Operational recommendations for the post-2027 period
    Recommendations to support the strategic development of post-2027 transnational cooperation programmes, focusing on increasing strategic relevance, thematic targeting, and resilience to future uncertainties.
