A common lens on digital inclusion in the Nordic-Baltic Region

Digital inclusion is measured and monitored in several different ways across the Nordic-Baltic Region. This makes it harder to track progress, compare results and find good examples that are usable for more than one country or region. A new Nordregio research project aims to mend this by finding common practices.

The Nordic-Baltic Region is one of the most digitally advanced societies in Europe, but a significant share of the population remains at risk of digital exclusion. This is the Nordic-Baltic paradox: the more digital our societies become, the greater the risk of deepening the digital divide.

Finding and agreeing on common practices is essential to ensure that no one is left behind in the digital transition, regardless of age, ability, or geography. We need a common lens in the Nordic-Baltic Region, says Kadri Kuusk, researcher at Nordregio.

The project will address the challenge of fragmented monitoring practices by creating a coordinated framework for measuring digital inclusion. This will be done by involving national statistical agencies, digital authorities and policy analysts in the process.

The project builds upon the results from the Digital Inclusion in Action project that finished 2025.
