As everyday life in the Nordic Region becomes increasingly digitalised, the risks and negative consequences of digital exclusion grow for certain population groups and regions. At the same time, the current fragmented and limited monitoring practices of digital inclusion across Nordic and Baltic countries make it difficult to track progress, identify blind spots, and design evidence-based interventions. This project aims to equip Nordic-Baltic authorities with a coherent approach and clear priorities for monitoring digital inclusion, ensuring that no one is left behind in the digital transition, regardless of age, ability, or geography.
The project builds on the findings of previous Nordregio project Digital Inclusion in Action, which suggested that monitoring practices of digital inclusion across Nordic and Baltic countries are fragmented and insufficient.
The project will:
• Perform a gap analysis of existing monitoring practices and indicators
• Pilot harmonised data collection on digital inclusion via a survey
• Develop a set of recommend key indicators most relevant for capturing digital inclusion in the Nordic-Baltic context
The project will result in better-aligned monitoring practices, improved data coherence, and a stronger basis for evidence-driven policymaking in support of an inclusive digital transition across the Nordic-Baltic region.
