Learning together to change how we use and plan our shared seas 

In the face of climate change, biodiversity loss, and emerging maritime activities, we need to redefine how we collaborate over sea basins in the Nordic and Baltic Region. Rapid growth in industries like wind energy, fishing, and shipping is good for the economy but can harm the environment. Finding a balance is crucial – but how?  The European Union is moving to update Maritime Spatial Planning (MSP) practices in response to these challenges, but with knowledge and decision-making decentralised across countries and authorities, solutions are complicated to reach. Diverse countries and stakeholders possess pieces of the puzzle, underscoring the need for an MSP framework that is not only flexible but also visionary in the long term. We need to change how we use, know and plan the seas as we navigate a challenging future in which adaptive and collaborative governance is key.  eMSP NBSR brings together decision-makers to address challenges  The European Green Deal protects the seas, encouraging sustainable human activities in areas such as renewable energy and cleaner shipping. This is the backdrop against which the eMSP NBSR project operates. The research project, which stands for “Emerging Ecosystem-based Maritime Spatial Planning Topics in the North and Baltic Sea Regions”, develops knowledge and links stakeholders within the five most emerging topics in MSP: ocean governance, ecosystem-based MSP, sustainable blue economy, monitoring and evaluation, and data sharing.  Through collaboration and knowledge-sharing, eMSP is developing the capacity to better equip policymakers to address current and future challenges in the North and Baltic sea regions. Will electric aviation take off in the Nordic Region?

Are we going to see electric airplanes criss-crossing the Nordic skies in the near future? The distinctive geography and commitment to climate neutral transport in the Nordics sets the stage for an ideal testing ground for new innovations. But if electric aviation becomes a reality, how would it impact regions and local communities? Nordregio’s new report offers insights through case studies and future scenarios. Exploring the future of electric aviation in the Nordic Region Electric aviation has potential to transform aviation and offer a solution for more sustainable air travel. While the topic is attracting increasing interest and gaining momentum, there is still much to explore. As Rebecca Cavicchia, Senior Research Fellow at Nordregio, explains: “when it comes to research about electric aviation, most of the studies have focused on the technical aspects of airplanes and infrastructure. However, it is important to look at the regional development dimension as well.” Five Nordic scenarios highlight challenges and opportunities The report presents five case studies and future scenarios for electric aviation in Denmark, Finland, Iceland, Norway and Sweden and maps out a ten-year future scenario for turning electric aviation into reality in specific routes and regions. Monitoring and assessing digital inclusion in the Nordic-Baltic region

Our Nordic and Baltic societies are becoming more and more digital, where digital skills are required to seek jobs and educational opportunities, use health care services or perform economic activities. This leads to a paradox – causing a higher degree of digital exclusion for those who cannot, or choose not, to use these services. Digital Inclusion in Action launches two significant publications during a launch webinar. The event, led by researchers Sigrid Jessen and Maja Brynteson, unveiled a policy report on national digital inclusion initiatives in the Nordic and Baltic countries and a discussion paper on monitoring practices in these regions. The policy report, co-authored by Nicola Wendt-Lucas, Sigrid Jessen and Maja Brynteson, delves into the national policies and initiatives of the Nordic and Baltic countries concerning digital inclusion. It reveals a substantial increase in initiatives related to digital inclusion, evidenced by the publication of 19 new strategies in less than two years. Despite the lack of a common definition of digital inclusion across these countries, there seems to be a shared understanding of its fundamental aspects, emphasising social justice and inclusion. The report also identifies the primary target groups for digital inclusion as older adults and people with disabilities, with some policies also focusing on immigrants, women, younger adults, and lower-income and education groups. A key takeaway from the report is the necessity for more harmonised monitoring to develop in-depth studies and evidence-based policies. The discussion paper, presented by partners from Digital Europe, Louise Palludan Kampmann and Lasse Wulff Andersen, emphasises the importance of monitoring digital inclusion to understand its scale and to foster evidence-based policymaking. Nordregio at 5G Techritory – for a connected and digitally inclusive region

5G Techritory Forum in Riga is a forum that brings together the key players in digital innovation and connectivity in Europe – so of course, Nordregio was present to share our latest work. This two-day event, held from October 18th to 19th, was themed “5G in Action”. We took the opportunity to officially launch the 5G Data Hub! Nordregio’s DigiHub, that hosts the 5G Data Hub, offers a platform for our two research projects on the mission to strengthen the Nordic and Baltic region’s connectivity: The Nordic-Baltic 5G Monitoring tool project and Digital Inclusion in Action. Both projects were represented at Techritory to connect with, and enlighten, stakeholders, partners and potential target groups. Launch of the 5G Data Hub Ana de Jesus, Senior Research Fellow and project manager of our 5G project, officially launched the 5G Nordic-Baltic Monitoring Tool during a launch session. The 5G Data Hub presents a dashboard on 5G in the Nordic-Baltic region that goes beyond observation, showcasing real-world applications across various sectors, offering insights into 5G coverage, testbeds, analytics, and enabling comparisons of 5G activities across the region. eMSP NBSR – towards integrated and ecosystem based ocean governance

In a world struggling with climate change, biodiversity loss and political uncertainty, problems and paths towards sustainable marine solutions are increasingly complex. In order to further study and develop approaches attempting to tackle challenges, Nordregio is a partner in the EU project “Emerging Ecosystem-based Maritime Spatial Planning Topics in the North and Baltic Sea Regions” – eMSP NBSR. The eMSP NBSR project gathers policymakers, practitioners, and researchers of 15 partner organisations from 9 countries and regions. Together, we seek to promote better integrated ocean governance, facilitate learning across use sectors and marine basins, and collaboratively develop strategies to promote a more sustainable use of our shared oceans. Solutions involve numerous actors with different ambitions and mandates, which increases the complexity. By developing capacity for implementing marine/maritime spatial planning and learning across sea basins in the North and Baltic Sea Regions, the project aims to promote a more integrated and long-term sustainable governance. Synthesis workshops and crunch time In the third week of September, Nordregio hosted an international synthesis workshop aimed at advancing the work with eMSP NBSR. The workshop also aimed to draw lessons learned from testing a collaborative learning approach to work with complex issues in marine governance. During the two intensive and interactive workshop days, the participants worked to fine-tune the seven policy briefs – completed by 80% when arriving at Nordregio’s office and crunched towards completion. eMSP NBSR project – a testbed for communities of practice  eMSP NBSR is built around so-called Communities of Practices (CoPs), as a working method and focuses on five critical topics: Ocean Governance, Integrating an Ecosystem-based Approach in Marine Spatial Planning, Sustainable Blue Economy, Monitoring and Evaluation, and Data and Knowledge Sharing. “We don’t call it waste anymore – we call it resources”

What started with a problem is now an opportunity. Sotenäs municipality’s industrial symbiosis initiative showcases a successful example of how collaboration between businesses and institutions can help materialise a circular economy. Their Center of Symbiosis now serves as inspiration for many, including the latest visitors from Lithuania, in the context of the BioBaltic project led by Nordregio. Nordregio, together with the Nordic Council of Ministers office in Lithuania and academic partners organised a visit to Sotenäs with guests from Lithuania, including local authorities, chambers of commerce, innovation agency and academia. The aim was both to learn about Sotenäs experience and to reflect about the potential of industrial symbiosis in Lithuania. A journey towards industrial symbiosis  Located on Sweden’s west coast in Västra Götaland region, Sotenäs municipality has taken a giant leap forward towards sustainability. The journey began by acknowledging the environmental impact of the local industry and, rather than dwelling on the problems, local stakeholders focused on the opportunities of transforming waste into resources. Their keyword became ‘symbiosis’. Home to some of Sweden’s largest fish industries, including Orkla Foods Sweden AB, Lerøy Smögen Seafood AB and Marenor AB, significant residues found their way onto the sea. However, tightened EU regulations put doubts about the companies’ future development and operations in Sotenäs. It is in this context that the idea of establishing a biogas plant, Renahav AB, came about, which is now the backbone sustaining the symbiotic relations between different industries.  This is how it works in short: the fish industries deliver their waste to Renahav biogas plant, which in turn generates energy for the industries operations, and biogas digestate, which is used as biofertiliser to grow organic rapeseed and other crops at Klevs farms. How to boost labour market mobility across the Nordics?

Did you know that less than 2% work in another Nordic country than the one where they were born, and only 0.5 % commute over a Nordic border for work? The opportunity to work in another Nordic country has existed for over 70 years. However, the labour market mobility in the Nordic region is lower than the EU average. “Cross-border labour market mobility is extensive in certain areas, for example, the Öresund region. To achieve the Nordic vision, labour market mobility should be facilitated on a much larger scale,” says Anna Lundgren, Senior Research Fellow at Nordregio. To understand the phenomenon better, Nordregio researchers analysed the labour market mobility, opportunities and obstacles in various ways – through publicly available statistics, interviews with people with labour market experience across the Nordics and a workshop including policymakers. “Everyone seems to know the benefits and great possibilities of Nordic labour mobility. The policymakers are also familiar with the main obstacles that relevant stakeholders at the border regions have pointed out for years. Still, a political commitment at the highest levels seems lacking regarding Nordic mobility. In times of crisis, this becomes particularly clear,” says Ágúst Bogason, one of the researchers behind the study. Nordic transport infrastructure: how to strengthen the cross-border planning?

Transport infrastructure, historically, has been a cornerstone for industrialisation, economic growth, regional development and labour market mobility in the Nordic Region. Despite the ambitious Nordic vision of becoming the most integrated and sustainable region in the world and the increasing need for cross-border transport infrastructure, several studies point to difficulties and challenges regarding the Nordic cross-border transport infrastructure planning. Nordregio and Umeå University researchers conducted a project analysing how to strengthen the cross-border planning practices across the Nordics, based on interviews with transport infrastructure planners and the desk study comparing planning systems in Denmark, Finland, Norway and Sweden. The project results will be presented and discussed on 20 June in the webinar organised by the Swedish Transport Administration (Trafikverket). Launch of the Nordic-Baltic DigiHub: For a connected and digitally inclusive region

The Nordic and Baltic countries are among the most digitalised and innovative in the world. To leverage our competitive advantage, the ambition is for the region to continue its digital integration. Our vision for the Nordic-Baltic region is that it becomes the most integrated region in the world. To achieve this, collaboration on digital solutions is essential. Welcome to the Nordic-Baltic DigiHub: For a connected and digitally inclusive region! While many successful projects, use cases and trials are already taking place in the Nordic-Baltic region within digital development and integration, access to information is difficult to get and is scattered over several means of dissemination. “We identified a need to showcase more of what is being done when addressing these questions, in a common platform, to enable existing knowledge to be shared and to become more accessible. With these considerations in mind, the Nordic-Baltic Digital Hub was initiated”, says Nordregio researcher Ana de Jesus. The Nordic-Baltic DigiHub is a shared platform that showcases the projects “Digital inclusion in action” and “The Nordic-Baltic 5G monitoring tool” funded by The Nordic Council of Ministers and run by Nordregio. “The hub aims to promote collaboration, digital integration, and sustainable development in the region by sharing knowledge, tools, research, and facilitating exchanges among stakeholders. It focuses on addressing key questions related to emerging digital technologies, environmental impact, societal challenges, and aligning innovation with societal needs”, says Nordregio researcher Nicola Wendt-Lucas. The goal is to support a green, competitive, and socially sustainable digital transformation in the Nordic and Baltic countries, in line with their vision of becoming the most integrated and sustainable region in the world by 2030.

Exploring the Nordic electric aviation horizon

Nordic countries have ambitious plans and commitments to promote sustainable flight solutions by introducing electric aircraft for short-haul domestic and cross-border flights. How far is it becoming a reality? What infrastructure, policies, interests and concerns are a help or hindrance? Join the discussion about the Nordic electric aviation development, inspired by three newly conducted Nordregio studies in collaboration with Nordic Energy Research and the University of Akureyri. Which Nordic routes will be the first to go electric?  Earlier this year, Nordregio published an accessibility study that identified over 200 potential electric aviation routes in the Nordics. This would significantly cut travel time compared to those going by both car or public transportation and yet be a more sustainable mobility solution. However, the feasibility of introducing the necessary infrastructure crucially depends on energy demands and availability.  What stands in the way of electric aviation in the Nordics? The Nordic countries are known for their low population density, breathtaking geography with fjords, lakes, and mountains, and a strong focus on sustainable energy. However, each country’s context varies.  Take Finland, for example. Electric aviation could improve connections to remote areas and improve regional competitiveness and tourism, yet substantial investments will be needed. Norway could reduce the environmental impact of travels connected to medical care, family and recreation. In Iceland, support for electric aviation is strong, both for environmental reasons and to further regional development. At the same time, an important concern is electrical safety. “It is exciting how soon electric aviation could become a reality in domestic flights in the Nordic countries. For instance, Icelandair has stated that the 30-seat electric airplane, developed by Heart Aerospace, could be used on all domestic routes, and it is estimated that it will be used for passenger transport in 2028,” says Sæunn Gísladóttir, Researcher at the University of Akureyri Research…

Nordic-Baltic exchange on wood construction: results from study-trip to Latvia  

In late April 2023, the BSRWood project, funded by the Swedish Institute, brought together a diverse group of participants from the Baltic countries, Sweden, and Finland in Latvia. The purpose was to learn from Latvia’s experience with wood construction and exchange learnings from across the pond. The study tour was organized with the assistance of Antra Viļuma from Riga Technical University and Kristaps Ceplis, the Executive Director of the Latvian Wood Construction Cluster (LKBK). The program combined presentations, site visits, lively discussions and, of course, some time to explore the exquisite night life of Riga.  Presentations and site visits: showcasing Latvia’s wood architecture and industry Presentations focused on Latvia’s wood architecture and industry and presented highlights of recent projects, most notably the circular reconstruction projects pushed by Riga municipality and the library in Ogre designed after a participatory process to meet the interests of the users such as young families while incorporating several smart sustainable solutions. Presentations also dealt with developments in fire safety regulations Estonia and fire safe design in Latvia, the upcoming policy push in Lithuania for increased used of wood in publicly procured buildings, and a more overarching presentation of systems innovation in a case study of Sweden’s and Finland’s wood construction development.   During the study visit, participants had the opportunity to explore the Forest and Wood Product Development and Research Institute in Jelgava. We learned about the various lab tests and educational programs in place to develop skills in wood building. The group also visited the ZAZA Timber factory and the impressive 87-meter wooden pedestrian bridge in Tērvete’s Nature Park, which also collects data on how wood adapts to changing weather conditions and vibrations. 5G applications in public services: What to envision for Nordic-Baltic cross-border collaboration?

As part of the 5G Techritory Forum in Riga on 29-30 November, the Nordic Council of Ministers for Digitalisation and Nordregio arranged a session dedicated to Nordic-Baltic collaboration on the 5G rollout. Nordregio researchers Ana de Jesus and Oskar Penje were there to present the 5G Nordic-Baltic Monitoring tool project and to gather the project reference group. The 5G Techritory Forum gathered over 2000 participants online and physically to meet leaders and policymakers to discuss the 5G ecosystem trends and co-create the industry’s future. The session “5G applications in public services: What to envision for Nordic-Baltic cross-border collaboration” was hosted by Stefan Eriksson, head of the Nordic Council of Minister’s office in Riga. Project manager Oskar Penje talked about the 5G ecosystem and trends in the Nordic-Baltic countries. This was followed by a panel discussion moderated by Dr. Heidi Himmanen (Chief Adviser, Finnish Transport and Communications Agency Traficom), including Annika Svensson (Project Manager, Luleå University of Technology), Markku Niemi (Business Tampere), and Elīna Lidere (Latvijas Mobilais Telefons). Different perspectives were shared as Annika Svensson gave her views on 5G innovations in sparsely populated areas, Markku Niemi discussed 5G as a cornerstone for smart cities, and Elīna Lidere added to the debate on creating connected and data-driven cities using 5G technology. Nordregio’s position regarding the funding of research and research collaboration with Russia and Belarus

The Council of Nordic Ministers decided as of March 4, 2022, to immediately discontinue all collaborative efforts with Russia and Belarus. The Nordic Ministers for Cooperation stand united in this decision. This means that programs, projects, and activities in Russia and Belarus are discontinued until further notice. In light of the stance put forth by the Nordic Ministers for Cooperation, Nordregio issues a moratorium as regards the disbursal of project funds, the acceptance of applications, the execution of projects, and the entry into agreements and the like that involve Russian and Belarusian parties. The intention is to end all contacts and collaborative efforts with governmental and public institutions of Russian or Belarusian origin. “Intellectual and cultural engagement between individuals is an important prerequisite to creating cohesion and mutual understanding between countries. It is devastating that this war in this way will affect cooperation in academia, research and culture – fields that are meant to serve as tools for mitigating conflicts, building global understanding across borders and supporting people-to-people contacts. The Director reserves the right to decide whether specific contacts and collaborative efforts are appropriate on a case-by-case basis if the circumstances change in the future,” says Nordregio Director Rolf Elmér. Nordregio has been involved with four projects with one or several Russian counterparts: FemArc, Semper Arctic, WANO and Accelerating wood construction across Nordics and Russia. All of these projects have been halted.

Stories from cross-border areas during Covid-19

The trust between people in cross-border regions is not gone but has been affected by the Covid-19 pandemic, and municipal and regional micro diplomatic relations play an important role in rebuilding this trust – a recently published report shows. The  “Covid-19 in Borderlands” (Covid-19 i gränslandet) report focuses on stories emerging from the Covid-19 crisis and the impact of border restrictions on communities along the Swedish-Norwegian border in Värmland (SE), Innlandet and Viken (NO).  “We should not forget that in border areas, the border is, by and large, invisible. People live, work and thrive across borders; it is a promise of opportunity for many. With the COVID-19 crisis, the border became an obstacle to living life as normal. This may affect the future dynamics of cross-border living. We need to recognise that even if Sweden and Norway are two different countries, the countries are highly intertwined,” says an author of the report Mari Wøien Meijer, Research Fellow at Nordregio. According to the researcher, existing collaborative constellations have continued during the pandemic and are an important element in building political and diplomatic resilience. “Covid-19 in Borderlands” was written on behalf of Region Värmland, supporting their report on Swedish-Norwegian relations.  Read the report here. Stronger institutions lead to higher Nordic trust

Strengthening institutions is crucial for mending Nordic trust and for building regional resilience in a post-pandemic world. This is the premise of a new academic article penned by Nordregio researchers. Alberto Giacometti, Mari Wøien Meijer and John Moodie, Nordregio researchers have worked together on a new academic article published in the Cross-Border Review Yearbook published by CESCI. The paper called “Trust: The social capital of border communities in the Nordic Region” looks into how the Covid 19 pandemic threatened the Nordic integration plans and the cooperation at large and how cross-border communities were heavily impacted. The researchers discuss the role of Nordic institutions and cross-border organizations in protecting the rights of citizens in border areas and introduce the concept of “adaptive institutionalization”. That could help establish a clear distribution of responsibilities across different levels of governance and thus help adapt cooperation to situations of potential future crisis. “We highlight the role of ‘trust’ as the ‘glue’ that keeps the Nordic collaboration in place, both among citizens and governance structures, which is pivotal for addressing future crises and global challenges,” says Alberto Giacometti, Nordregio Research Fellow. New Report: Nordic Cooperation amid pandemic travel restrictions

The Covid-19 pandemic has been a multi-level stress test for the Nordic Region. National pandemic measures have challenged the strong basis of open borders and free movement in Nordic cooperation. Nordregio Researchers Fellows, together with researchers from other institutions, have recently published a report ‘Nordic Cooperation amid pandemic travel restrictions’, drawing attention to the preparedness of the Nordic Region to jointly confront global crises at both national and local levels. The report explores strategies and travel restrictions adopted by four Nordic countries: Denmark, Finland, Norway and Sweden, and studies how the Nordic cooperation functioned in a crisis. At the local level, it examines the economic, labour market and social implications for three cross-border regions, Tornedalen (FI-SE border), Öresund (DK-SE border) and Svinesund (NO-SE border). While there is room for improvement in handling a crisis like the pandemic, the publication finds that there are diverging views on the desirability to have all-Nordic approaches to situations affecting national security. Measures to limit the spread of the coronavirus have taken a toll on society at large. However, the severe impacts observed in border areas have exposed the fragility of communities and businesses located along national borders to global crises.  “Although it is, unsurprising, and perhaps even expected, that each country was to adopt their own national strategy to the pandemic, rather than a joint one; what is most striking, is the blindness towards the social cost of inward-looking policies,” says Mari Wøien Meijer, Research Fellow at Nordregio. Why is Nordic co-operation struggling during the pandemic?

Insights on Covid-19 impacts from the perspectives of cross-border communities During Covid-19, free movement of people and services, and trade across borders has been drastically disrupted. Despite existing co-operation agreements, the Nordic countries took uncoordinated actions to protect themselves. Border closures have heavily affected lives in border communities. How could Nordic co-operation recover after the pandemic by integrating the resilience approach and focusing on cross-border communities? Nordregio – Nordic Institute for Regional Development – launches a report that gives an overview of the situation in Nordic border communities following border closures. Results point to the need for a quick recovery and re-engagement in the Nordic Vision 2030, which states that the Nordic Region is to be the most sustainable and integrated region in the world. Fragility of border communities and Nordic co-operation Since the introduction of the Nordic Passport Union in 1954, long before the establishment of the Schengen Area, Nordic citizens could travel without passports and reside freely in any Nordic country. Virtually borderless societies established strong connections with neighbouring countries. This allowed people to easily access goods, services and larger labour markets across Nordic countries. In the wake of the COVID-19 pandemic, countries took unilateral actions to protect themselves, moving away from the Nordic Vision. Since then, border closures inflicted significant social, economic and political impact on the border regions: ‘Hard‘ borders re-emerged and border guards were deployed to stop border crossings. Border closures separated families and friends, and disrupted access to work, education and basic services. The closed Svinesund bridge connecting Sweden and Norway and a fence erected in the middle of Victoria Square between Haparanda and Tornio (Sweden-Finland) created a shock reaction in the communities which haven‘t experienced anything like it since World War II. Open call for picture submission

Help Nordregio to visualise life in the Nordic cross-border areas during COVID-19 Do you live in a Nordic cross-border area? Or have you visited any of these areas before or during the pandemic? Maybe you took a bunch of pictures there? The cross-border communities are facing many challenges due to the Covid-19 pandemic and closed borders. Life is not the same any more – many have had to change their daily life and work routines. Nordregio researchers are working on several projects in relation to this situation and you will hear about them very soon. To complement the studies and raise awareness about the current challenges, we would like to ask you to contribute with pictures from Nordic cross-border regions. Guidelines for submission: The submitted picture is made by the person who is submitting; One person can submit up to 5 pictures; The pictures are taken in cross-border areas in the Nordics; The caption describes the location, time and situation portrayed; If people are portrayed in the picture, and their face is recognizable, their signed consent to publish a picture should be provided; If people in the picture are under 18 years old, the parents’ signed consent to publish the picture should be provided; The pictures size is min 1 MB – max 16 MB; The picture formats are jpg, jpeg, png.
