Den här rapporten är del av ett nordiskt projekt vars övergripande syfte har varit att undersöka hur regionalpolitik på bästa sätt kan bidra till att tillgodose civil beredskap och robusthet i nordiska landsbygder under perioder av kris. I det nya risklandskapet är ett robust samhälle, med kapacitet att stå emot och hantera både miljökatastrofer och mänskligt orsakade kriser, högst eftersträvansvärt. Regioner och kommuner kan bidra till robusthet och civil beredskap genom att upprätthålla samarbetsförmåga och utveckla innovativa lösningar för en hållbar omställning, tillika säkra tillgången till mat, råmaterial, energi och service för sina invånare, både i fredstid och i perioder av kris. Inom ramen för studien definieras civil beredskap genom följande aspekter: förebyggande och trygghetsskapande åtgärder i samhället, räddningstjänst och krisberedskap, matsäkerhet inklusive livsmedelsförsörjning, energiförsörjning, försörjning av råmaterial (främst mineraler och metaller), samt tillgång till (offentlig) service. This report is part of a Nordic project ‘Robust Regional Preparedness‘ analysing how regional policy can contribute to civil preparedness and robustness in Nordic rural areas during periods of crisis. In the current risk landscape characterised by both environmental disasters and man-made crises, regions and municipalities can also contribute to robustness and civil preparedness by maintaining cooperation and developing innovative solutions for a sustainable transition, while also securing access to food, raw materials, energy and services for their residents, both in peacetime and in periods of crisis. Nordic rural areas are facing complex, interconnected challenges, from labour shortages and shrinking populations to green, digital, and remote work transitions. At the same time, these challenges offer an opportunity to recognise the diversity of Nordic rural areas and at even leverage and build on local specifities to pave the way towards the future. The Roadmap for Nordic Rural Development builds on and summarises the work of the Nordic Thematic Group on Green and Inclusive Rural Development (2021–2024). Drawing from discussions, workshops, and project results, the roadmap highlights the Nordic added value of recent initiatives, outlines overarching themes for rural development, and proposes future thematic areas and projects for exploration. Explore the interactive storymap to discover innovative policy solutions for mobile living and working, place-based approaches, strengthened administrative capacity, and genuine stakeholder involvement—all designed to foster sustainable and inclusive rural development. The roadmap outlines strategies and solutions for the future, as well as the key findings and recommendations from projects focused on rural development and points towards remaining challenges and questions to be addressed going forward.

This Policy Brief presents WANO (Waste Management in the High North) project activities in 2024 and summarizes the major results and findings. The WANO project group suggests recommendations for  further development of municipal waste management in north Norway. WANO (Waste Management in the High North) is a research project in 2021-2024 funded by the Norwegian Research Council (NFR) and includes the partners NORCE Norwegian Research Centre (the lead partner), Nordregio, Remiks Miljøpark AS, and Hålogaland Ressursselskap (HRS) IKS. The project generates new research-based knowledge on the conditions for innovation-driven, cross-border cooperation in the northernmost regions of Norway, Sweden, and Finland.

What are the regional environmental impacts of the next generation electric aircraft in the Nordic Region? Transport – and more specifically, aviation – is a key to fostering connectivity and accessibility, as well as promoting integration across the Nordic Region. But with what kind of environmental impact? Could electric aviation be a solution towards more sustainable transport? This storymap takes stock of the environmental impacts of aviation and explores how electric aviation could contribute to making flying more sustainable. Electric aviation is an emerging sector in the Nordic countries, showing great potential as a key element in connecting the region’s diverse and remote areas. The development of electric planes marks a significant step toward more sustainable aviation. Besides connectivity, electric aviation can offer social benefits, such as improved access to healthcare and education, while increasing the region’s appeal to young people and potential migrants. It can also spark opportunities for technological innovation and high-tech advanced in local industries. However, challenges still remain, as both the production and charging phases still carry an environmental impact. As technology advances, more analysis is needed to better grasp the long-term implications of electric aviation. This storymap has been produced as a part of the Electric aviation and the effects on the Nordic regions project that looks into the effects of electric aviation on Nordic regional development. The green transition involves different economic, social and territorial impacts that have been explored in the four year research project “Not Just a Green Transition – Examining the path towards a socially just green transition in the Nordic Region” (short name: NJUST). The result is the Nordic Toolbox for a Just Green Transition, which contributes to a transition towards a climate neutral Nordic Region that is socially just.   The comprehensive and interactive toolbox offers guidance for Nordic policymakers to navigate challenges, listen to those affected, and get inspired. The toolbox highlights six priority areas for enabling a just green transition, and offers policy memos from four socially at-risk groups: older adults, youth, people with disabilities and those at risk of unemployment. Through practical tools and examples, a structured checklist, policymakers can gain insights into how to take action for a transition that is not only green – but equitable too.  We want your feedback! The Nordic countries are considered to be global front-runners in creating sustainable societies. Although we get a lot of things right, big tasks lie ahead if we are to reach our vision to be the most integrated and sustainable region in the world by 2030. The Sustainable Living programme, running from 2021 through 2024, is a response to this challenge and a call to action. It has explored what a sustainable Nordic lifestyle entails and formulated concrete guidelines and tools for policy and business development. It has demonstrated public impact through the spread of information and inspiration, the development of new business areas that can be ecolabelled and the demonstration of necessary behavioural and cultural changes. This report analyses experiences of young people in Nordic nonprofit organisations from a gender and climate perspective. It identifies clear patterns and obstacles and considers key approaches to enabling more inclusive youth movements.  Studies have shown that young people tend to worry about climate change to a greater degree than adults and are often more committed to sustainable development. Young people are vital agents for a just green transition, but participation varies across social identities and backgrounds. However, there seem to be differences in involvement between girls and boys that roughly reflect the patterns between women and men. Men and boys tend to be less interested in both sustainability and gender equality. How can nonprofit organisations strengthen the conscious and committed, while also bringing underrepresented voices to the table?

Mission-oriented innovation policies have gained traction as effective frameworks for tackling significant societal issues through targeted innovation efforts. This report provides an in-depth analysis of mission-oriented innovation policies (MOIPs) in the Nordic countries, focusing specifically on Sweden, Finland, and Denmark. This study, commissioned by the Nordic Thematic Group for Green, Innovative, and Resilient Regions (2021–2024), explores how these countries have integrated MOIPs into their national innovation systems to address major societal challenges, particularly those incurred by climate change. Key Findings Comparative Analysis The report highlights the unique characteristics and implementation strategies of MOIPs in each country, offering a comparative analysis to identify common themes and key differences. It underscores the importance of long-term perspectives, enhanced stakeholder collaboration, and the alignment of national policies with broader EU frameworks like Horizon Europe and the European Green Deal. In this report, our research focuses on the following key questions: By addressing these questions, this report provides valuable insights and practical recommendations for policymakers, researchers, and innovation professionals dedicated to understanding and maneuvering the societal levers that drive innovation forward. Collaborative approach This report edited and co-authored by Nordregio researchers Alberto Giacometti and Sigrid Jessen, is a collaboration with Markus Grillitsch Director of CIRCLE at Lund University, Markku Sotarauta from Tampere University, and Teis Hansen from the University of Copenhagen.

This Nordic Voluntary Subnational Review (VSR) is the first cross-national report of its kind in the world. It has been developed as a joint venture by the Nordic Associations of Local and Regional Governments (LRGAs) and Nordregio. The aim of the report is to highlight how the Nordic municipalities and regional authorities have localised the Sustainable Development Goals – progress made, as well as obstacles they have met in their work. Through the report and a toolbox, we want to share learnings and tested methods with local and regional authorities globally. Development happens locally. At least 105 of the 169 SDG targets depend on active engagement from local and regional authorities. The 2030 Agenda can serve as a tool to pinpoint sustainability challenges and track progress holistically, fostering collaboration among citizens, businesses, and civil society. Nordic welfare states, known for their autonomy at the municipal and regional level, have long served as a global benchmark for systematically addressing sustainability challenges. This Nordic VSR is based on surveys sent to Nordic municipalities, complemented by interviews with representatives from the LRGAs regarding the strengths and weaknesses of national support to the local level, as well as the role of LRGAs in building competence and promoting municipal cooperation. The report also includes subchapters on methods for meaningful citizen engagement by The Nordic Youth Network for Sustainable Development and the Nordic Civil Society Network.  The report’s official launch took place as a side event at the UN High-Level Political Forum. Cross-border municipalities in Sweden and its Nordic neighbours are already well integrated. They have strong links and cooperate closely, in particular through cross-border committees involving local and regional authorities or through direct cooperation at the municipal level. However, issues hindering greater integration of cross-border municipalities and regions remain. This study focuses on three cases in the Swedish-Finnish, Swedish-Norwegian and Swedish-Danish border regions that face different topographical challenges. Through interviews with local and regional stakeholders, the main challenges with regard to furthering cross-border integration were identified.  In addition, four research axes for sharing-potential were identified on the basis of the interviews and later discussed during a workshop held with stakeholders from municipalities, regions and national authorities from Sweden, Norway, Finland and Denmark. This report explores the past, present, and future of labour mobility in the Nordic Region. Historical milestones and migration trends that have shaped cross-border employment are examined, highlighting both advancements and ongoing challenges such as tax legislation and language barriers. With the demand for highly educated workers increasing amidst demographic changes, the importance of Nordic cooperation and the growing trend of remote work are also discussed. The common Nordic labour market, formalised in 1954, was an extension of Sweden’s earlier efforts in the 1940s to support its booming industry. Over the years, various Nordic countries joined European frameworks like the EEC and the European Economic Area (EEA), enhancing mobility. Despite the unique long-standing cooperation and freedom, practical barriers still hinder seamless cross-border labour movement. Could a more integrated Nordic labour market contribute to solve lack of competence and skills mismatch? Today, only 1.6 % live in another Nordic country than they were born in, and a lower share than the EU average commute to another Nordic country for work. We end the report by asking four daring and forward-looking questions, with the aim of starting a discussion about how the common Nordic labour market can be developed further and encourage readers to think more broadly and look ahead to the future.

This report addresses the gap between current Nordic diets and the Nordic Nutrition Recommendations 2023, emphasising the urgency for policy interventions to drive substantial behavioural shifts towards healthier and more sustainable diets. It introduces a Nordic behaviour change framework that describes determinants influencing the individual’s dietary behaviour and the enabling role of policy instruments in incentivising behavioural changes. The report advocates for a multifaceted policy approach, including taxes, subsidies, public procurement, information campaigns, educational initiatives, nudging instruments and labeling to encourage a shift in dietary behaviour. These efforts are consolidated into five key recommendations. This report delves into the gap between prevailing Nordic diets and the Nordic Nutrition Recommendations (NNR) 2023, emphasizing the necessity of implementing policy instruments designed to guide the food environment towards fostering significant behavioural change. It highlights the responsibility of governmental agencies in steering the food environment to achieve substantial behavioural shifts necessary for embracing healthier and more sustainable dietary patterns. Scholarly emphasis on behavioural shifts informs the report’s comprehensive analysis of determinants influencing a transition towards healthier eating habits. It introduces a Nordic behaviour change framework that prioritizes enhancing the availability, affordability, accessibility, and attractiveness of healthy food options, concurrently diminishing these aspects for unhealthy choices. This framework identifies determinants across food-related, personal, and socio-environmental spheres, shedding light on the critical influence of early food experiences, demographic factors, education, financial stability, cultural norms, and social determinants on dietary behaviours. Targeted interventions aimed at augmenting capability, opportunity, and motivation at various societal levels are identified as crucial for catalysing meaningful dietary transformation. The report underscores the criticality of policy instruments that address economic variables, provide information, and leverage nudging strategies to incentivise healthier dietary selections. Electric aviation has gained momentum in the Nordic Region in recent years. Given its unique geographical features and strong commitment to climate-neutral transport, the Nordic Region represents an ideal testing ground for electric aviation. In five to ten years from now, electric aviation has the potential to become reality, so it is crucial to explore which factors may affect its implementation and how regional development may be impacted. Report from the “Electric Aviation and the Effects on the Nordic Region” project presents a ten-year future scenario for electric aviation in the Nordic Region. In this report, we explore future scenarios for five selected Nordic routes and identify the key driving forces behind that transformative shift, as well as the positive and negative impacts of electric aviation. The scenarios were developed through focus group discussions conducted with key stakeholders from each of the five Nordic countries (Denmark, Finland, Iceland, Norway and Sweden). The main findings of the study show that electric aviation is generally perceived positively in the various Nordic countries. However, there are also certain contextual differences relating to whether electric aviation is viewed as a pathway to achieving climate targets and removing emissions, stimulating regional development and accessibility of remote areas, or as a new travel option compared to conventional flights. Even though the general attitude towards electric aviation seems to be positive, scepticism and questions regarding the social acceptance of the new technology emerged, as well as the uncertainty around who will be the investors to kick-off the new technology. Furthermore, the future scenarios suggest that a high level of support from local and national governing bodies is required in order to make electric aviation a viable air transport mode in the Nordic region. How a Swedish housing cooperative turned apartments into energy-saving hubs. In Saltsjöbaden, just outside Stockholm, the housing cooperative Igelbodaplatån has significantly reduced its energy consumption. This accomplishment results from implementing geothermal heating systems, installing solar panels and upgrading the windows. These measures have not only earned the cooperative an energy class C rating but also substantially lowered energy expenses for its tenants. Impressively, Igelbodaplatån ranked as  Sweden’s 52nd-largest solar energy producer in 2021  and produces up to 500,000-540,000 kWh per year. This final report from the project FutureUA presents seven urban agriculture initiatives that tell stories about how different actors have engaged with or support the practice of growing food in cities. In the report, we discuss the future of urban agriculture across different themes, namely (1) cultivating change in connection with innovation and legislation, (2) cultivating community in connection with culture, and (3) cultivating knowledge in connection with education and science.  

This policy brief addresses the challenges and opportunities of the green transition in Nordic rural areas, emphasizing the need for more fair approaches. It underscores the significance of involving local communities in renewable energy projects. The urgency of climate change, economic shifts, and recent energy crises has highlighted the need for the green transition, with a particular focus on Nordic rural areas playing a key role in developing renewable energy. However, there’s concern that this transition might increase existing differences between urban and rural areas. Evidence suggests that people in rural regions feel they might be neglected, which could put fair green transitions and the achievement of climate goals at risk. The policy brief from the Just Green Transition in Rural Areas project emphasises the need to involve local communities in green projects to encourage a sense of ownership and fairness. It calls for early community involvement, clear communication, inclusive compensation strategies, recognition of non-monetary benefits, and using the flexibility of rural municipalities to their advantage. As Nordic rural areas face multiple changes, collaboration across different sectors is vital to ensure fairness and effectiveness in green initiatives, potentially making rural areas pioneers rather than followers in the transition. This handbook is the culmination of the NORDGREEN project, which develops and implements smart planning and management solutions for well-designed, high-quality green spaces that promote health and well-being. Researchers and practitioners worked alongside one another in six Nordic cities, and the handbook provides practitioners with a TOOLBOX of adaptable methods, models, and guidelines for delivering health-promoting green spaces to consider in their own contexts.
